Because of that you should always place Horizon in the right places of your Load Order or you will destroy the Horizon experience in no time ( texture flickering, random crashes, broken cells, unscrappable structures.
However, because of this, Horizon does not get along with other mods. It touches just about every aspect of the game: equipment, enemies, settlements, and more. Horizon is a large balancing & overhaul mod.
